The FDIC issued the Interagency CRE Concentration Guidance under Financial Institution Letter 104-2006.  This guidance was issued in view of a significant oversupply of CRE properties that weakened the entire CRE market, leaving borrowers unable to repay their loans and collateral that provided far less support than originally thought.
